What Is Cabbage Roll Casserole?
Traditional stuffed cabbage rolls typically involve wrapping cabbage leaves around a filling of ground meat and rice before cooking them in tomato sauce.
They’re delicious, but preparing each individual roll takes time.
A cabbage roll casserole takes the same basic ingredients and layers or mixes them together instead.
This crockpot version makes the process even easier.
Chopped cabbage goes directly into the slow cooker with browned beef, uncooked rice, tomatoes, broth, and seasonings.
As everything slowly cooks, the cabbage softens, the rice absorbs the flavorful cooking liquid, and the beef seasons the tomato sauce.
You end up with the cozy flavors of cabbage rolls in a much easier, spoonable casserole.
Ingredients 🥬🍅

- 1 1/2 lbs lean ground beef
- 1 medium green cabbage, chopped into bite-size pieces
- 1 medium yellow onion, diced
- 3 garlic cloves, minced
- 1 can (14.5 oz) diced tomatoes, undrained
- 1 can (15 oz) tomato sauce
- 2 tbsp tomato paste
- 1 cup low-sodium beef broth
- 1 cup uncooked long-grain white rice
- 1 tbsp Worcestershire sauce
- 1 tsp paprika
- 1 tsp Italian seasoning
- 1/2 tsp dried thyme
- 1/2 tsp black pepper
- 1 1/2 tsp kosher salt
- 1 tbsp brown sugar, optional
- 1/2 tsp red pepper flakes, optional
- 1 tbsp fresh parsley, chopped
Ingredient Notes
Ground Beef 🥩
Lean ground beef provides the savory base.
Using lean beef reduces the amount of excess grease that needs to be drained after browning.
Browning the meat before slow cooking also improves its texture and develops deeper flavor.
Green Cabbage 🥬
A medium head of green cabbage works perfectly.
Chop it into relatively even bite-size pieces so it cooks consistently.
Don’t worry if the slow cooker looks very full when you first add the cabbage. It loses substantial volume as it cooks.
Yellow Onion 🧅
Onion provides sweetness and savory depth.
Cooking it briefly with the browned beef begins softening it before it goes into the crockpot.
Fresh Garlic 🧄
Three cloves provide plenty of garlic flavor without overpowering the cabbage and tomato sauce.
Diced Tomatoes 🍅
Use the tomatoes together with their liquid.
That liquid contributes to the moisture needed for cooking the rice.
Tomato Sauce
Tomato sauce creates the main saucy base of the casserole.
Tomato Paste
Two tablespoons of tomato paste provide concentrated tomato flavor and help give the finished sauce more body.
Beef Broth
Use low-sodium beef broth so you have better control over the casserole’s saltiness.
The broth is particularly important because the uncooked rice needs sufficient liquid to become tender.
Long-Grain White Rice 🍚
Use regular uncooked long-grain white rice.
Avoid substituting instant rice without changing the method because it cooks much more quickly and absorbs liquid differently.
Brown rice also requires different cooking conditions and isn’t a direct substitute in this recipe.
Worcestershire Sauce
A tablespoon adds savory depth to the beef and tomato sauce.
Paprika
Paprika provides mild warmth and rounds out the tomato-heavy flavors.
Italian Seasoning
Italian seasoning adds a familiar mixture of dried herbs.
Dried Thyme
Thyme complements cabbage, beef, and tomato particularly well.
Brown Sugar
This is optional.
A small amount can soften the acidity of canned tomatoes without making the casserole noticeably sweet.
Red Pepper Flakes 🌶️
Also optional.
Use them for a subtle background heat or leave them out for a completely mild casserole.
Fresh Parsley 🌿
Fresh parsley is best added after cooking so its flavor and color stay fresh.
How to Make Crockpot Cabbage Roll Casserole
Step 1: Brown the Ground Beef
Heat a large skillet over medium-high heat.
Add 1 1/2 pounds lean ground beef.
Cook for approximately 6–8 minutes, breaking the meat into small crumbles as it browns.
Continue cooking until no pink remains.
Drain away excess grease if necessary.
Why Brown the Beef First?
It might be tempting to put raw ground beef directly into the crockpot, but browning it first gives this casserole a better texture.
Browning also develops additional savory flavor through direct high-heat cooking.
It only adds a few minutes to the preparation and is worth doing.
Step 2: Add the Onion and Garlic
Add the diced yellow onion to the browned beef.
Cook for 2–3 minutes, or until it begins to soften.
Add the minced garlic near the end and stir until fragrant.
Avoid cooking the garlic too long because it will continue cooking in the slow cooker.
Step 3: Prepare the Slow Cooker
Lightly grease a 6-quart slow cooker.
Place approximately half of the chopped cabbage across the bottom.
The cabbage may look bulky now, but it will shrink considerably.
Step 4: Add the Beef
Spoon the browned beef, onion, and garlic mixture over the cabbage.
Spread it relatively evenly.
Step 5: Add the Rice 🍚
Sprinkle 1 cup uncooked long-grain white rice evenly over the mixture.
Avoid dumping all the rice into one concentrated pile.
Even distribution helps it cook more consistently.
Step 6: Add the Remaining Cabbage
Add the rest of the chopped green cabbage.
Step 7: Add the Tomatoes and Sauce 🍅
Pour in:
- 1 can diced tomatoes with their liquid
- 1 can tomato sauce
- 2 tablespoons tomato paste
- 1 cup low-sodium beef broth
- 1 tablespoon Worcestershire sauce
Step 8: Add the Seasonings
Add:
- 1 teaspoon paprika
- 1 teaspoon Italian seasoning
- 1/2 teaspoon dried thyme
- 1/2 teaspoon black pepper
- 1 1/2 teaspoons kosher salt
- 1 tablespoon brown sugar, if using
- 1/2 teaspoon red pepper flakes, if using
Step 9: Stir Everything Together
Gently mix everything as evenly as possible.
Pay particular attention to the rice.
You don’t want a thick pocket of dry rice sitting above the liquid because those grains may not cook evenly.
The rice should be distributed throughout the moist tomato mixture.
The Most Important Part: Make Sure the Rice Has Enough Liquid
Rice absorbs a substantial amount of moisture as it cooks.
That’s why this recipe includes:
- Liquid from the diced tomatoes
- Tomato sauce
- Beef broth
Slow cookers also retain moisture more efficiently than uncovered stovetop cooking.
However, different brands of rice and different slow cookers can behave somewhat differently.
If the casserole begins looking dry while the rice is still firm, add a small splash of warm beef broth.
Don’t pour in a large amount immediately.
You can always add more liquid, but removing excess liquid from a finished casserole is harder.
Step 10: Slow Cook
Cover the crockpot.
Cook on:
LOW for 5–6 hours
or
HIGH for approximately 2 1/2–3 1/2 hours
The casserole is ready when:
- The cabbage is tender.
- The rice is fully cooked.
- The beef mixture is hot throughout.
- The tomato sauce has thickened around the ingredients.
Slow cookers vary, so begin checking toward the earlier end of the cooking window.
Step 11: Check During the Final 30 Minutes
If possible, stir the casserole during the final 30 minutes.
Check the rice.
If it’s still slightly firm and the casserole appears dry, stir in a small splash of beef broth.
Cover and continue cooking.
Step 12: Let It Rest
Once the rice and cabbage are tender, turn off the slow cooker.
Remove the lid and let the casserole rest for approximately 10 minutes.
This allows excess steam to escape and gives the rice time to absorb a little more of the surrounding sauce.
Step 13: Finish with Parsley 🌿
Stir in 1 tablespoon chopped fresh parsley.
Taste and adjust seasoning if necessary.
Step 14: Serve
Spoon the cabbage roll casserole into bowls or onto plates.
Serve warm.

What Does Crockpot Cabbage Roll Casserole Taste Like?
Think of a classic stuffed cabbage roll, but deconstructed.
You still get the familiar combination of:
Tender cabbage + savory beef + soft rice + rich tomato sauce.
Worcestershire adds deeper savory flavor.
Paprika and thyme bring warmth.
Garlic and onion season the beef.
The optional brown sugar can soften some of the tomato acidity, while red pepper flakes can provide gentle heat.
Because everything cooks together, the rice absorbs flavor from the beef, tomatoes, broth, and seasonings instead of tasting like plain rice added afterward.
How to Cut Cabbage for Cabbage Roll Casserole
Remove any damaged outer leaves.
Cut the cabbage into quarters.
Remove the tough central core.
Then chop the cabbage into approximately 1- to 2-inch pieces.
They don’t need to be perfectly uniform.
Just avoid leaving huge pieces that take much longer to soften.
The cabbage shrinks substantially during cooking, so don’t chop it too finely.
Do I Have to Cook the Cabbage First?
No.
That’s one of the advantages of this recipe.
The raw cabbage goes directly into the slow cooker.
Over several hours, trapped steam and the tomato-based cooking liquid soften it.
This eliminates the separate cabbage-boiling step commonly associated with traditional stuffed cabbage rolls.
Do I Have to Cook the Rice First?
No.
This version is specifically designed around uncooked long-grain white rice.
The rice cooks directly in the tomato and beef broth mixture.
That allows it to absorb more of the casserole’s flavor.
However, this also means maintaining enough moisture in the slow cooker is important.
Why Is My Rice Still Crunchy?
Usually, one of three things happened:
The rice wasn’t surrounded by enough liquid. Dry grains sitting above the sauce won’t hydrate properly.
The casserole needs more time. Slow cookers vary significantly in temperature.
There wasn’t enough cooking liquid. Some rice varieties absorb more liquid than others.
If the rice is still firm but the casserole looks dry, stir in a small amount of hot beef broth, cover, and continue cooking.
Can I Use Cooked Rice Instead?
Yes, but the recipe should be adjusted.
Cooked rice doesn’t need to absorb the same amount of liquid or spend several hours in the slow cooker.
If you want to use leftover cooked rice, prepare the cabbage, beef, and sauce without the uncooked rice, then stir cooked rice into the casserole closer to the end.
You may also need less broth.
For the recipe as written, uncooked long-grain white rice is the intended choice.
Can I Use Brown Rice?
Brown rice isn’t a direct one-for-one substitute here.
It generally needs more cooking time and behaves differently when absorbing liquid.
That can create a situation where the cabbage is completely soft while the rice remains too firm.
For predictable results, use long-grain white rice.
Tips for the Best Crockpot Cabbage Roll Casserole
Brown the beef first. It improves both flavor and texture.
Drain excess grease. Too much fat can make the sauce oily.
Use a 6-quart slow cooker. A medium head of cabbage takes up plenty of room initially.
Don’t worry about the cabbage volume. It shrinks considerably.
Use uncooked long-grain white rice. That’s what the liquid and timing are designed around.
Distribute the rice evenly. Avoid one thick clump.
Keep the rice surrounded by liquid. This is essential for even cooking.
Use low-sodium broth. It gives you more control over seasoning.
Don’t repeatedly lift the lid. Every opening releases heat.
Start checking early. Crockpots don’t all cook at exactly the same temperature.
Add broth gradually if needed. A small splash is better than turning the casserole into soup.
Let it rest before serving. Ten minutes helps the texture settle.
What to Serve with Cabbage Roll Casserole
Because the casserole already contains beef, rice, cabbage, and tomato sauce, it can easily stand alone as a complete meal.
But a few simple sides work particularly well.
Crusty Bread 🥖
Serve warm crusty bread for soaking up the tomato sauce.
Dinner Rolls
Soft buttery rolls are perfect with this hearty casserole.
Garlic Bread 🧄
Garlic bread works especially well if you enjoy the Italian seasoning in the tomato sauce.
Green Salad 🥗
A crisp salad provides a fresh contrast to the warm casserole.
Roasted Vegetables
Roasted carrots, green beans, or broccoli can round out the meal.
Sour Cream
A small spoonful of sour cream on top provides creamy contrast to the tomato sauce.
Easy Variations
Cheesy Cabbage Roll Casserole 🧀
Sprinkle shredded mozzarella or cheddar over the casserole during the final 10–15 minutes.
Cover until melted.
Spicy Cabbage Roll Casserole 🌶️
Increase the crushed red pepper flakes or add a little cayenne.
Ground Turkey Cabbage Roll Casserole
Replace the beef with lean ground turkey.
The flavor will be lighter, so you may want to adjust the seasonings after cooking.
Ground Pork and Beef Version
Use a combination of ground beef and ground pork for a richer filling reminiscent of some traditional cabbage roll recipes.
Extra-Garlic Version 🧄
Add another clove or two of garlic.
Smoky Paprika Version
Replace regular paprika with smoked paprika for a deeper, smoky flavor.
Extra-Tomato Casserole 🍅
Add additional tomato sauce if you prefer a saucier finished dish, keeping in mind that additional liquid may affect the final texture.
Vegetable-Packed Version
Add finely diced carrots or bell peppers with the onion.
How to Make It Less Acidic
Tomato sauce, diced tomatoes, and tomato paste create plenty of tomato flavor, but some brands can taste sharper than others.
The optional 1 tablespoon brown sugar helps soften that acidity.
It shouldn’t make the casserole taste sweet.
You can start with less, taste after cooking, and adjust if necessary.
How to Make It Spicier 🌶️
The listed 1/2 teaspoon red pepper flakes provides a little warmth.
For more heat, increase gradually.
You could also serve hot sauce at the table so everyone can control their own spice level.
How to Keep the Casserole from Becoming Watery
Cabbage releases moisture as it cooks.
Ground beef and onions can also contribute liquid.
To avoid an overly watery casserole:
Drain excess beef grease.
Don’t add unnecessary extra broth at the beginning.
Use undrained tomatoes as directed rather than adding extra water.
Let the casserole rest uncovered for 10 minutes after cooking.
Remember that the rice absorbs a lot of liquid, so don’t reduce the broth too aggressively either.
The goal is enough moisture to cook the rice without leaving the final casserole soupy.
What If the Casserole Is Too Thick?
If the rice has absorbed the liquid but isn’t completely tender, add a small splash of warm beef broth.
Stir gently, cover, and continue cooking.
If the casserole is already fully cooked but you simply prefer it saucier, stir in a little warm tomato sauce or broth.
Make-Ahead Instructions
You can save time by preparing several components in advance.
Brown the ground beef with the onion and garlic.
Cool it promptly and refrigerate it in a covered container.
Chop the cabbage and store it separately.
When you’re ready to cook, assemble everything in the slow cooker and start cooking.
For the best texture, don’t combine the uncooked rice with all of the liquid ingredients the night before and leave it soaking for hours.
Add the rice when you’re ready to begin slow cooking.
Storage Information 🫙
Allow leftovers to cool, then transfer them to airtight containers.
Refrigerate for up to 4 days.
Because the rice continues absorbing moisture during storage, leftovers may become thicker than the freshly cooked casserole.
That’s normal.
How to Reheat Cabbage Roll Casserole
Microwave
Place an individual serving in a microwave-safe bowl.
Add a small splash of beef broth or water if it seems dry.
Cover loosely and microwave until heated through.
Stovetop
Place the casserole in a saucepan or skillet over medium-low heat.
Add a splash of broth.
Cover and warm gently, stirring occasionally.
Oven
Place leftovers in a covered oven-safe baking dish.
Add a little broth or tomato sauce if necessary.
Heat at 350°F until hot throughout.
Can You Freeze Crockpot Cabbage Roll Casserole?
Yes.
Allow the casserole to cool before dividing it into freezer-safe containers.
Freeze for up to 3 months for best quality.
Thaw overnight in the refrigerator.
Keep in mind that cooked cabbage and rice may become slightly softer after freezing and reheating, but the casserole should still work well as a freezer meal.
Best Way to Freeze Individual Portions
Divide the cooled casserole into meal-size containers.
Leave a little room for expansion.
Label with the recipe name and date.
Freeze.
Individual portions make it much easier to thaw only what you need for lunch or dinner.
